Legislative Description: Provides restrictions on the use of sport utility vehicles weighing over 6000 pounds on certain roadways and parkways. Amd SS401, 1621, 1630, 1640 & 1642, V & T L.

Cowboy Notes: Parkways are narrow car highways that prohibit commercial vehicles like the Taconic Parkway in Columbia County. Sport Utility Vehicles have never been automatically given commercial plates unlike pickup trucks, despite the fact they are often as big as pickup trucks. Until 1998, pickup trucks could only be registered as commercial vehicles. This changed under a bill first proposed by Governor Pataki. The safety reasons for this bill are obvious. No Senate sponsor. Auto companies will probably oppose as will some suburban commuters. 103

Requires Cars To Be Free of Snow While Driven (S.3375)

Legislative Description: Makes it mandatory that no person shall operate a motor vehicle while there is an accumulation of snow, sleet, or hail on the roof surfaces of drivers compartment, trailer, or other cargo compartments; provides that such mandate shall not apply during the falling of snow, sleet or hail or within three hours after the cessation thereof; excepts automobile transporters, motorcycles, and authorized emergency vehicles from such mandate. Add S1229-e, amd S125, V & T L.

Cowboy Notes: Onotado's bill would require people take the ice off their cars and clean out pickup beds before driving, to avoid ice hitting other cars, or causing accidents by uncleared windshields. Sounds like great fun sholving out the snow in the back of your truck -- right? Minority. 103

Restricted Parking Near Plaza (A.5697 / S.3067)

Legislative Description: Authorizes the city of Albany, by adoption of a local law or ordinance, to provide for a residential parking permit system in such city within a one mile radius of the Nelson A. Rockefeller Empire State Plaza. Add S1640-m, V & T L.

Cowboy Notes: Creates a permit parking system for Albany residents who live within 1 mile of the Empire State Plaza, to allow them to find spaces when people are heading downtown for work at the plaza.

It sounds like a good idea, however the proposed permit system is too vast and provides local residents with more spaces then they really need. A limited number of permits within a quarter mile of the Capitol or even a half mile is reasonable, a whole mile is not and would affect whole neighborhoods far from the main parking crunch. PEF opposes, and the legislature is not interested in getting in a pissing match with state workers. 103

Legislative Description: Increases the maximum allowable speed on certain highways from sixty-five miles per hour to seventy-five miles per hour. Amd S1180-a, V & T L.

Cowboy Notes: Sets the speed limit even faster on the Thruway. Why not just repeal all speed limits while we are at it? 65 MPH really is fast enough, particularly when everybody drives at 73 MPH or faster and doesn't get pulled over. Minority and dangerous and stupid. 103
