TED Budget Bill

Artifical Turf at Race Tracks Study (A.5511 / S.2825)

Legislative Description: Directs the task force on retired race horses to study the feasibility of installing artificial turf at race tracks to reduce injuries to horses and jockeys; requires all members of such task force to be appointed within 120 days of the effective date of this act; requires the task force to make an additional report on its findings and recommendations; extends the expiration and repeal of such task force until December 31, 2009. Cowboy Notes: Exempts commuters with a commuter pass from paying tolls in the Albany area -- ie. Berkshire Spur, New Baltimore, Albany, and Schenectady. Seems a bit unfair to everybody else who uses the Thruway, and means that only certain people are paying for it. No Senate sponsor, but it's a new idea from newly elected Assemblyman Tim Gordon. Obviously, if Albany where to get something like this, Buffalo also would want a similar law. Would cost the Thruway Authority money. 3

Cowboy Notes: Gives farmers an affirmative defense who in good faith has his crops contaminated by GMO seeds and the GMO DNA appears in his seeds. Supposidly, with mandated buffer zones, GMO and non-GMO cross pollination isn't support to happen, but it does, and this would make it harder for big agribusiness to sue farmers for contaminating their crops. The Assembly is making this a priority bill to pass, but it's not clear of the Senate is so gun-ho on this bill. 3

Legislative Description: Provides that any engine coolant or antifreeze that contains more than ten percent ethylene glycol shall only be sold if it contains at least thirty parts per million of denatonium benzoate as a bittering agent to render it unpalatable. Add S399-e, Gen Bus L.

Cowboy Notes: Requires that all engine coolant in New York using poisonous ethylene glycol that kills child and animal alike, have a bittering agent added to it. Propylene glycol is a safer alternative to ethylene glycol, and not as poisonous, and probably should be what people are using, if not for it's higher price and inferior cooling abilities. And to make matters worst, both of those are pretty toxic to the environment, and both regularly leak out of cars and trucks. It's not likely to go anywheres. 3

Cowboy Notes: Low-sulfur diesel doesn't have the lubrication that regular old style diesel had. That makes engines wear out faster. Biodiesel has natural lubricants and can be added to reduce wear on diesel engines. Not to mention, it's a renewable source of energy, and the farmers like it.
