$500 4-Stroke Snowmobile Tax Credit (A.2401)

Legislative Description: Provides a tax credit in the amount of five hundred dollars for the purchase and registration of a four-stroke snowmobile. Amd S606, Tax L.

Cowboy Notes: 2-stroke snowmobiles where you mix oil and gas in a valveless energy are dirty. Morelle's tax credit bill would give a $500 credit to those buying a more expensive 4-stroke over a 2-stroke snowmobile. 4-stroke machines are more powerful and faster, but quite a bit more expensive. This tax credit wouldn't cover the entire cost, but it would go a long way to making the much cleaner 4-stroke engines affordable for riders. The air quality issue in Upstate New York is not as critical Yellowstone, where a temperature inversion often traps in emissions, creating a nasty haze over the park. Still, if you've ever been past a snowmobile in a valley in the woods, it can really stink up the area with hydrocarbons. Little interest in giving tax breaks to snowmobilers, and there is little chance of passage. 99

Legislative Description: Establishes a non-trail snowmobile registration for snowmobiles which shall be used solely for the purpose of gaining access to hunting and fishing areas. Amd SS2222 & 2230, V & T L.

Cowboy Notes: Allows hunters and fishermen who don't use their snowmobiles to go out for rides to pay a $15/year registration fee and not be a member of snowmobile club. The idea is not to overtax those who use their machines solely for hunting and fishing. Has a Senate co-sponsor and an Assembly co-sponsor. Still not likely to go anywhere. 99

Legislative Description: Provides for the transfer of certain refunds for motor fuel and diesel motor fuel excise and petroleum business taxes used in snowmobiles and snowmobile trail groomers to the snowmobile trail development and maintenance fund. Amd SS289-c & 301-c, Tax L.

Cowboy Notes: If you buy gasoline or diesel for your snowmobile, the state fuel taxes go to pay for roads among other things. They don't go to pay for trails. Democratic State Senator Dale Valesky thinks that's unfair. This is his proposal to change it. It's a minority State Senate Bill. But the Democrats might get the majority, or the Republicans might pick up on this idea and introduce their own bill. And whoever ends up chairing the Assembly Tourism Committee might push this bill, but it's future in Assembly Ways and Means is unknown. 99

Tax Break for Allowing Snowmobiles (A.813)

Legislative Description: Provides a tax abatement of 10% for landowners allowing snowmobiling on such land; such abatement limited to those parcels crossed by a trail which is maintained by a county, city, town or village as a part of a system of trails and eligible for aid pursuant to the parks, recreation and historic preservation law. Add S496, RPT L.
